The best places to visit in India in November are Rajasthan (Pushkar Fair), Varanasi for Dev Deepawali on 24 November 2026, Kutch for the Rann Utsav, Goa, Kerala, Hampi and the Andamans in the south, and Darjeeling, Meghalaya and Manali in the hills.
November is when the monsoon has cleared almost everywhere, peak winter crowds have not yet arrived, and prices outside the festival dates are still reasonable.
Here are 10 places to visit in India in November, with what makes each one worth it this month and how to keep the trip cheap.
Why is November the best time to travel in India?
Pleasant Weather:
The southwest monsoon has withdrawn across most of India, so the plains and deserts are pleasant by day and cool at night, and the hills have clear skies.
Festivals:
Kartik Purnima (24 November 2026) brings the Pushkar Fair, Dev Deepawali in Varanasi and the Sonepur Mela in Bihar. The Rann Utsav opens on 1 November and IFFI runs in Goa from 20 to 28 November.
Prices:
Before the Christmas–New Year rush, hotel rates in Goa, Kerala and the hills are lower than in late December. Avoid the festival weekends themselves, when rates in Pushkar and Varanasi climb.

Places to visit in India in November for festivals
1. Pushkar, Rajasthan
The Pushkar Fair is one of the biggest livestock and camel fairs in the world, held in the lunar month of Kartik and ending on Kartik Purnima, which falls on 24 November 2026. Published 2026 dates differ between sources. The camel trading is busiest in the first days; the final days are for the holy dip in Pushkar Lake.
Budget tip:
Stay in Ajmer, 15 km away, and take a local bus or shared jeep in. Pushkar hotel rates spike sharply during the fair [EDITOR: add your own note on fair-week room rates you have seen].
2. Varanasi, Uttar Pradesh
On Kartik Purnima (24 November 2026), the ghats of Varanasi are lit with lakhs of diyas for Dev Deepawali, about two weeks after Diwali. The best views are from a boat on the Ganga, but boat prices rise steeply that evening, so book a shared boat a day ahead and reach the ghats by late afternoon. Hotels near Dashashwamedh and Assi Ghat fill early; Godowlia and Sigra are cheaper bases [CHECK].
3. Rann of Kutch for the Rann Utsav, Gujarat
The Rann Utsav 2026–27 runs from 1 November 2026 to 7 March 2027 at the Tent City in Dhordo, about three hours from Bhuj, run by Evoke Experiences with Gujarat Tourism.
November is early season, so you avoid the December crowd. You can extend the trip to Dholavira on the new "Road to Heaven" highway. TravelBudgetly's Great Rann Utsav 2N package covers the Tent City stay.
4. Goa
Goa's season starts in November: shacks reopen, the sea is calmer than in the monsoon, and prices are still lower than at Christmas. Film lovers can time a trip with the 57th International Film Festival of India (IFFI) in Panaji, 20–28 November 2026.
If you have only seen Goa in the rains, our Goa in monsoon budget guide shows how different the two seasons are.
5. Andaman Islands
November is the start of the dry season in the Andamans, with calmer seas for ferries to Havelock (Swaraj Dweep) and Neil (Shaheed Dweep) and better visibility for snorkelling and diving. Book government or private ferries in advance; they sell out in the holiday weeks.
6. Kerala
After the northeast monsoon showers ease, Kerala's backwaters, tea hills in Munnar and beaches at Varkala are green and uncrowded. Houseboat rates in Alleppey are generally lower in November than in the Christmas peak.
7. Darjeeling, West Bengal
Post-monsoon skies make October–November one of the best windows for clear views of Kanchenjunga from Tiger Hill. Mornings are cold, so pack layers. TravelBudgetly's West Bengal Queen of Hills package covers Darjeeling [CHECK inclusions].
8. Meghalaya
The rains have stopped, roads to Cherrapunji (Sohra) and Dawki are drier, and the waterfalls still have water. It is a good month for the living root bridges trek without slippery steps. See the Assam and Meghalaya package.
9. Manali, Himachal Pradesh
November is Manali's quieter, cheaper month: clear skies, cold nights and the first chance of snow at Solang Valley towards the end of the month (not guaranteed). Rohtang Pass is generally closed to tourists after October, but Atal Tunnel and Sissu stay open, provided the weather is good.
For a shorter, cheaper hill break, see our list of budget hill stations under ₹5,000 for a weekend, or the Himachal Shimla Manali Dharamshala package.
10. Hampi, Karnataka
Hampi's boulder landscape and Vijayanagara ruins are hard work in the April heat. In November the days are warm but walkable and the Tungabhadra is full after the rains. Hire a bicycle or moped to get around cheaply.
A note on Kedarnath and Char Dham in November
If you were planning a pilgrimage, the Char Dham temples close for winter in early-to-mid November. Kedarnath is expected to close around Bhai Dooj (about 11 November 2026) and Badrinath a few days later. Plan Char Dham and helicopter trips for the 2027 season instead.
How to plan a November trip on budget?
- Book train tickets early for Kartik Purnima week; Varanasi and Ajmer routes fill fast.
- Visit festival towns a day or two before or after the main day.
- In Goa and Kerala, travel in the first three weeks of November, before December rates kick in.
- Look at packages with fixed prices for peak-date events (Rann Utsav, Pushkar) instead of paying spot rates. Browse all TravelBudgetly tour packages.
